    Chairman & Managing Director

    Shri Sanjeev Kumar, ITS officer of 1988 batch, joined TCIL on 27.01.2021. Before joining TCIL, he was working as Director (Technical) in Mahanagar Telephone Nigam Ltd. (MTNL), New Delhi.

    A result oriented person having 30 years of diverse and extensive work experience in Planning, large size Project Management, Installation, Operations & maintenance of Telecom Network in Haryana, Rajasthan, Punjab, UP, Delhi and some of the most difficult terrain and terrorist affected area of the country like Srinagar Valley, Laddakh region, Siachin Valley of J&K, HP, N.E. region, etc, Experience in restoration of telecom network during natural calamities, Business Development, Marketing, Sales and conducting due-diligence, Analyze Telecom market, preparation of Business, Marketing & Technical plan and Financial Modelling, financial appraisal, cost-benefit analysis of large size telecom projects. Handled many multi million dollars investment proposal on behalf of MTNL for acquiring new Telecom licenses and acquisition of Telecom companies in foreign countries in Gulf, African region and Nepal.

    Experience in organization Re-structuring, Human Resource Management and development, cross culture management and working at leadership position, administration and Management in tough and challenging work environment.

    Implemented Telecom N/W Project for CWG-2010, City Surveillance & Wi-Fi Project in Mumbai city, prepared revival plan for MTNL in year 2013 and recently in 2019, based on which cabinet approved revival package for BSNL & MTNL. His rich experience in MTNL shall bring value to TCIL.

    Sh. Sanjeev Kumar is Post-graduate in Electronics & Control from BITS Pilani and Full Time MBA from FMS Delhi University.

    Director (Projects)

    Shri Arun Kumar Chaubey belongs to 1987 batch of Indian Telecom Services (ITS). Prior to joining TCIL, he was working as DDG (NOCC) in Department of Telecommunications in New Delhi.

    During his vast career spanning around 33 years, he has worked in various capacities in DoT and BSNL. He has extensive work experience in all spheres of government as well as CPSU set up. A highly motivated & goal driven individual, his core competencies are Project Management, Contract Administration, Material & Human Resource Management.

    He is innovative professional with enormous progressive experience in transmission, switching, mobile, satellite, and state of the art medium and large IT & telecom network planning, operation and maintenance. He possesses special skills to derive specific goal, optimum utilization of available resources and manages all aspects of execution of Projects along with operation and maintenance activities. He is proactive leader with refined business acumen and exemplary profile skills to facilitate team in achieving organizational objectives to increase productivity and enhance employee morale.

    During his tenure in BSNL, he was responsible for establishment of exclusive telecom network for PAN India NFS Defense project with extensive planning, tendering, roll out and monitoring of OFC,DWDM, GOFNMS, IP-MPLS, Microwave, Satellite, UNMS and Building projects at Corporate level. He had played a vital role in evaluation and finalization of NFS tenders for which he successfully prepared the case for enhancement of budget allocation in NFS Projects from Rs 13,000 Cr. to Rs 25,000 Cr. and got it approved from DCC, NITI Ayog and CCEA.

    He was also instrumental in planning and successfully rolling out of phase VII of GSM Mobile network and Rural Broadband (NOFN project) in UP (East) circle of BSNL. Further, he also effectively managed HR activities of more than 11000 employee strength of UP (East) Circle. He is recognized and awarded by the Hon’ble Chief Minister of Uttar Pradesh for his exemplary works performed during 2013 Maha Kumbh Mela at Prayagraj, wherein a new city with 50 Mobile BTS was set up for the pilgrims.

    Director (Technical)

    Shri D. Porpathasekaran, is an officer of Indian Telecommunication Service, 1988 batch and holds Bachelor’s degree in Electronics and Communication Engineering from Bharathiyar university and MBA in International Business from Alagappa University. He was working as Executive Director (IT & Telecom), TCIL before taking over as Director(Technical). He has experience of more than 33 years in all spheres of Telecom and worked in various organizations viz ITI/DOT/BSNL/TCIL/ICSIL. He has worked in various parts/regions of India and Abroad.

    He has expertise in Project management, General Administration, Sales and Marketing and Enterprise Business. He has been part of various Technical committees and Price Negotiation Committees at corporate level. As Principal General Manager, Broadband Network Circle, BSNL he was handling Operation and Maintenance of Wi-Fi NOC, NMS NOC,SSTP NOC, NIB-P3 OSS/BSS NOC.

    In BSNL, he has headed South Zone Nodal Centre, TN mobile operations and in short spells worked as Telecom District head of Salem, Trichy and Coimbatore.

    On deputation to TCIL from 2001 to 2006, he worked as Project Director, Tamilnadu, Southern Region, Project Leader, Nigeria and Project Director, ICSIL, Kuwait and handled various Turnkey projects and Operation and Maintenance of Telecom Networks. He was deputed to foreign countries on various assignments like training, attending workshop, Tech Expos and Validation etc.

    He is ever willing and has been carrying out his responsibility with due diligence and devotion in an exemplary manner leading his team by example throughout his career.

    Shri Surajit Mandol belongs to 1995 batch of Indian P&T Account and Finance Service. He has a vast and enriching experience in the telecom sector. During his career spanning over 27 years, he has worked in various capacities in Department of Telecommunications and BSNL. He has handled policy matters on tariff and revenue, business planning for BSNL’s 4 G services and worked on projects such as Phase VIII Mobile Project of BSNL, rollout of Mobile Network in LWE affected areas and other Government projects of national importance.

    His expertise include various functions relating to finance, accounts, budgeting, taxation, procurement among others. He has extensively worked in areas of Annual Financial closure, ensuring various statutory compliances, streamlining the company’s ERP and centralization of vendor payments.

    As Director in Licensing wing in DoT, he gained experience in the regulatory framework in the field of telecommunications. He has attended training programme in Sweden and attended ITU Study Group discussion in the past.

    Shri Surajit Mandol holds a Bachelor Degree in Electronics and Telecommunications Engineering from Jadavpur University, Kolkata and Post Graduate Diploma in Management from IIM Kozhikode. He also holds a certificate in Organizational Development & Change Leadership Program from Georgetown University, Washington DC.

    Shri Premjit Lal started his career as a technocrat in the telecom/information & Communication Technology (ICT)CT sector in Department of Telecommunications (DoT) in early nineties. He worked for more than 22 years in DoT, TEC and leading government telecom service provider - BSNL in the field of planning, design, installation, standardization, operation & maintenance of telecom and data networks. Subsequently, he has worked in public policy and governance in the diverse fields of e-Governance, Information & Communications Technology (ICT), Housing and Urban Development for more than seven years in Ministry of Urban Development (MoUD), Ministry of Housing & Urban Poverty Alleviation (MoHUPA) and ministry of Electronics &IT (MeitY).

    He was associated with flagship programme of Government of India (GoI)- 'Digital India' which envisages creation of empowered society and knowledge-based economy. He has been associated with policy formulation for ambitious plan of providing 'Housing for All' by 2022 in India and formulation of bill on Real Estate Regulation (RERA) which has bough transparency and accountability in this sector.

    Presently, he is part of IEEE-SA Standards Board (SASB) as GEPS member (Government Engagement Program on Standards). He is presently Vice-Chairman of WG-3 (related to Standardization, Regulation and Policy issues) of APT-WTSA20 of Asia Pacific Tele-community (APT) for devising Resolution for WTSA-2020 for Asia-pacific region. Now, he also represent India in the steering Committee of Open Community for Ethics in Autonomous and Intelligent Systems (OCEANIS) – an autonomous organization for ethical standards in Artificial Intelligence (AI). He has headed secretariat of Asia Pacific Ministerial conference on Housing & Urban Development (APMCHUD) - part of UN-Habitat in 2014-15. He has also been associated with devising of Sustainable Development Goal (SDG) of India as a member of the committee. He has also been part of sub-group in BRICS committee.

    He holds the Masters in International Development Policy (MIDP) from acclaimed Stanford School of Public Policy of Duke University, USA. He honed his professional skills as Electronics & Telecom engineer from Maulana Azad National Institute of Technology (MANIT), Bhopal and marketing skills in MBA program from Management Development Institute (MDI), Gurgaon.

    Shri Sanjiwan Sinha, a 1994-batch IP&TAFS officer, currently holds the position of Deputy Director General (Finance) at the Department of Telecommunication, Government of India. With a diverse career spanning various departments and organizations, he has been instrumental in driving innovation and leveraging Information and Communication Technology (ICT) for transformative solutions. He holds the Degree of MBA(Finance), LLB and PhD in Social Science.

    Throughout his cadre postings in DAP, DOT, MTNL, BSNL, and BBNL, Sinha showcased his commitment to utilizing ICT for efficiency. Notably, as Joint CCA in Jharkhand, he operationalized the first website of any CCA office in 2005.

    During his deputation in the Government of Bihar as Special Secretary, Finance, Sinha introduced an innovative ICT solution for end-to-end Pay Slip Management for all Gazetted officers in 2011. This successful IT-enabled system is still operational in Bihar, promoting transparency and efficiency.

    As Managing Director of Bihar State Educational Infrastructure Development Corporation in 2012, he implemented a unique organizational structure with centralized planning, tendering and payment along with decentralized physical supervision, facilitated by the App 'Concurrent Monitoring of Projects'.

    Serving as the State Project Director, Mid-Day Meal Scheme, Bihar, he successfully implemented a comprehensive Tablet-based monitoring system, benefitting 70,000 schools and 500 Block resource persons.

    His tenure as the Managing Director of South Bihar Power Distribution Company saw the conception and implementation of the paperless end-to-end customer service platform 'Suvidha App'. This innovative App, with 1 million+ downloads and a 4-star rating on Google Play Store, transformed transparency in the workflow of the power distribution company during the Covid-19 period.

    He steered success implementation of Smart Prepaid Meters in Bihar, fostering a behavioural change in consumer-serving approaches. This initiative garnered attention, and now Bihar has become the state with the highest Smart Prepaid Meter consumers.

    As an active member of Capacity Building Unit(CBU), Shri Sinha has been instrumental in preparing “Framework of Roles, Activities and Competencies (FRAC) and Annual Capacity Building Plan, 2023 for Department of Telecommunications. By this effort, DoT became the first major department in Govt of India to come out with Annual Capacity Building Plan under “Mission Karmyogi”.

    Shri Rohit Vaswani is a practicing Chartered Accountant, Cost & Management Accountant, Commerce Graduate and also a Law Graduate. He has also accomplished post qualification Diploma in Information System Audit (DISA) from Institute of Chartered Accountants. He was awarded Certificate of Merit by the Institute of Cost & Works Accountants of India. He possesses around 25 years of experience of handling matters related to Direct Taxes, Corporate Taxation, Indirect Taxes including Excise, Service Tax, VAT & GST. He is partner in M/s Raj K. Sri & Co., Chartered Accountants since 1998. He has worked in vast areas of rendering professional services related to Direct and Indirect Taxes, GST implementation, consultancy, legal opinions, GST due diligence, GST system development, handling search & seizure, investigations, show cause notices, appeals, advance rulings and other related services. He has been rendering lectures in various study circles, ICAI faculty for various courses, bar associations, corporates, PSU’s, trade associations and academic institution on Indirect Taxes and GST since about two decades. He is also a qualified ‘Mediator’ under Delhi Dispute Resolution Society (DDRS), Government of NCT of Delhi since more than a decade and working as Mediator with Telecom Disputes Settlement and Appellate Tribunal (TDSAT). He has been member of various committees including Special Invitee Member of Indirect Tax Committee of ICAI, Study Group for formulation of “Guidance Note on Accounting for Hydro Power Industry”, Special Purpose Group (SPG-AR), Group for the purpose of bringing out publication(s) for guidance to the members for the development of accounting process outsourcing profession in India. He is member of the Sales Tax Bar Association (Regd), Delhi since about 20 years. Presently, he is Member Advisory Board and past president of BVSS (Bhartiya Vitta Slahkar Samiti), a group of finance professionals working for the betterment of profession and nation.

    Ms. Sharda Singh Kharwar is a Graduate (BA LLB) from Mahatma Gandhi Kashi Vidyapeeth, Varanasi. She is a public servant who serves for the upliftment of the tribal communities by providing them basic education, to help the underprivileged tribal women and motivate them for women empowerment.

    Further, she has worked as Member of Districts Executive Committee of IT, Regional Minister of Kashi Region, Regional General Secretary (ST Morcha) and now she has been appointed as Regional President (ST Morcha) of Kashi.
